Neil O’Rourke is the Chief Operating Officer (COO) of Pivotal International, where he leads the company’s day-to-day operations, project delivery strategies, and organisational performance across its multidisciplinary architecture and engineering divisions. With nearly 20 years of senior operations experience, Neil brings a proven track record in managing complex, fast-paced environments and driving scalable growth.

Neil holds a Bachelor of Commerce degree from University College Cork and began his career with Shell Ireland, where he quickly became a successful franchisee. Managing multiple service stations across the South East of Ireland, he achieved significant commercial success – doubling turnover in some locations through a combination of operational efficiency, customer service and strategic oversight.

In 2008, Neil joined Lidl Ireland as Operations Manager during a critical phase of national expansion. He played a key role in the launch and performance of multiple stores across Ireland, including the development and rollout of the flagship LOF (Low-Octane Format) store in Gorey in 2015. This store became a prototype for subsequent stores across Europe, exemplifying his ability to set new standards in operational excellence.

Throughout his career, Neil has consistently exceeded key performance and business indicators (KPIs and KBIs) across areas such as productivity, staffing, cost management, customer experience, inventory control and sustainability initiatives. His approach combines a data-driven mindset with strong leadership, ensuring that operational strategies translate into measurable results.

Since joining Pivotal International in 2022, Neil has focused on streamlining internal processes, enhancing project delivery frameworks and aligning teams under a cohesive operational strategy. He plays a central role in scaling the firm’s capabilities across Ireland, Europe, and the Middle East, ensuring that its multidisciplinary teams work seamlessly to deliver high-impact projects in architecture, engineering and design consultancy.

Neil’s leadership continues to strengthen Pivotal International’s operational foundations, enabling the company to remain agile, efficient and client-focused as it grows its global footprint.
